The impact you’ll have:
The Manager, Public Sector Programs is responsible for the day‑to‑day management of contracting, compliance, and program operations supporting Softchoice’s Canadian Public Sector business, including Federal, Provincial, and Municipal customers (Education and Healthcare).
This role focuses on operational execution, people leadership, and cross‑functional enablement, ensuring public sector contracts and programs are administered accurately, efficiently, and in compliance with applicable requirements. The Manager works closely with internal partners including Legal, Sales, Finance, Licensing, Operations, IT, and Proposal teams to support contract lifecycle activities from onboarding through ongoing management.
The Manager leads the Public Sector Programs team, providing coaching, guidance, and performance management, while escalating strategic, high‑risk, or out‑of‑scope matters to senior leadership as required.
What you’ll do:
People Leadership
- Directly manage the Public Sector Programs team, including one‑on‑ones, performance reviews, coaching, and career development.
- Support team capacity planning and identify resourcing needs, escalating recommendations as required.
- Foster a collaborative, accountable, and customer‑focused team culture.
Program & Contract Operations
- Manage the administration of public sector contracts and programs throughout the contract lifecycle.
- Review in‑flight contract modifications within defined authority levels and escalate higher‑risk items as needed.
- Support contract onboarding activities, including preparation and coordination of customer‑facing materials.
- Lead and support contract negotiations with public sector customers and internal stakeholders, partnering with Legal and Sales to resolve commercial and risk considerations within delegated authority.
Bid & Contract Reporting Operations
- Oversee the coordination and tracking of public sector bid postings, ensuring timely distribution of documents, amendments, and submissions.
- Ensure contractual and compliance reports are prepared, reviewed, and submitted accurately and on time.
- Maintain oversight of the Public Sector contract and bid inventory to support reporting, audit, and compliance requirements.
Process Improvement & Enablement
- Implement operational plans to improve team efficiency, scalability, and quality of output.
- Identify and execute process improvements and automation opportunities related to reporting and repetitive tasks.
- Coordinate updates to internal systems and processes to meet Public Sector requirements.
Cross‑functional & Bid Support
- Collaborate with Proposal team to review public sector bids with a focus on the contractual terms.
- Partner with internal teams (Legal, Finance, Licensing, Sales, IT) to resolve operational and compliance issues.
Risk, Compliance & Advisory
- Coordinate and support internal and external audits related to Public Sector Programs.
- Research changes to Public Sector procurement policy and summarize impacts.
- Act as an escalation point for the Programs team and triage issues to appropriate stakeholders.
Sales Enablement
- Provide guidance and operational support to the sales teams on program requirements.
- Support the Public Sector sales management process through reporting, insights, and process enablement.
- Oversee internal, customer‑facing self‑serve tools (e.g., the Contract Index) to enable sales teams with clear visibility into contract frameworks, eligibility, and usage requirements
Security Clearance
- Act as designated Alternate Chief Security Officer for Canadian Federal Government personnel security clearances.
- Coordinate clearance submissions, inquiries, and follow‑ups directly with the Canadian Industrial Security Directorate and manage personnel security records and tracking within OLISS.
- Guide individuals through security documentation requirements, including clearance applications and renewals.
- Execute clearance renewals and termination activities, responding to internal and customer security validations as required.
What you’ll bring to the table:
- Post‑secondary Diploma or Degree, or one or more professional designations
- 7–9 years of experience working in business operations or in a contractual support role
- 1–2 years of people management experience (direct or matrix)
- 3–5 years of experience working with Public Sector customers
- Experience in process improvement and new process creation
- High‑level commitment to exceptional customer and employee experience
- Strong problem‑solving, organizational, and interpersonal skills
- Strong document management skills
- Current (or ability to obtain) Government of Canada security clearance (Secret – Level II)
- Self‑motivated, with ability to work individually and in a team environment
- Bilingualism (French‑English) is considered an asset
- Experience with Power BI reporting
- Proficiency with Salesforce and Microsoft 365, including Teams and SharePoint
Compensation:
A reasonable estimate of the current base pay range for this position in Ontario is $91,000 – $114,000 annually
Actual salary will be based on a variety of factors, including location, experience, skill set, education, and related certification. The range for this position in other geographic locations may differ.
